Frank S. Foret was Knights of Columbus State Deputy 1948 1950

The 43rd annual KC state convention was held May 16 -18, 1948, in New Iberia. State Deputy Winter, lauded as an "indefatigable worker," was honored at the convention banquet for his services to the order and was given a silver service set.  

Frank S. Foret of Baton Rouge Council No. 969, State Secretary in Mr. Winter's tenure, was chosen State Deputy. Other officers elected were: State Secretary, Felix G. Fischer, District Deputy of District 1, New Orleans; State Treasurer, Van Landry, Council No. 2150, Morganza; State Advocate, Chester B. Thibodeaux, Council No. 1745, Eunice

and State Warden, Homer Comeaux, Council No. 1318, Crowley. Chosen insurance delegates were S. E. Robichaux of New Iberia Council 1208, N. O. Couvillon of Baton Rouge Council No. 969, and T. R. Daigle of Church Point Council No. 2504. Named associate delegates were District Deputy Leo L. LeBlanc of District No. 5, District Deputy Albert L. Quina of District No. 13, and Eugene J. Mallett of Kinder Council No. 2893.  

Officers chosen by the Financial Secretaries' Association May 16 were: Chairman, Charles A. Ibert of Franklin (re-elected); vice chairman, T. J. Robichaux, Council 1425, Jeanerette; warden, Homer Comeaux, Council No. 1318, Crowley; and secretary, Leo P. Daspit of Lake Charles (re-elected).

Bishop Greco, asked to name a State Chaplain from the Alexandria diocese to succeed Father Irving A. DeBlanc of the Lafayette diocese, who had served since 1944, appointed the Rev. Milburn J. Broussard, pastor in Cottonport. A native of Plaucheville, ordained in 1933, Father Broussard spent four years as military chaplain in service in World War II. His three years overseas were spent with the Ninth Air Force as command chaplain with the rank of lieutenant colonel. He took part in the invasion of Normandy on D Day and was awarded three citations, two of them for work with displaced persons. Father Broussard obtained the reappointment of the Rev. Wilson J. Matt of Opelousas and the appointment of the Rt. Rev. Msgr. J. V. Plauche of Shreveport and the Rt. Rev. Msgr. Robert E. Tracy of Baton Rouge as Diocesan Chaplains for Lafayette, Alexandria, and New Orleans, respectively.  

Councils in New Orleans were divided into two districts, increasing the number in the state to 15. Named District Deputies by Mr. Foret were: District 1, Charles G. Escher, Jr., New Orleans; 2, Jules Avrard, New Orleans; 3, Manuel P. Ott, Gretna; 4, D. F. Vavasseur, Bogalusa; 5, Floyd P. Landry, Baton Rouge; 6, Lloyd L. LeBlanc, Houma; 7, Paul E. Marionneaux, Rosedale; 8, Arnold Trahan, Morgan City; 9, Dalton Babineaux, New Iberia; 10, Charles C. Jaubert, Lake Charles; 11, Charles J. Benoit, Welsh; 12, Emile Reggie, Crowley; 13, C. J. Tassin, Ville Platte; 14, E. L. Gremillion, Alexandria; and 15, George M. Tonore, Monroe.

State Chairmen appointed by Mr. Foret were: General Program, Win. J. Kirn, New Orleans; Catholic Activity, Jack J. H. Kessels, K.S.G., Gretna; Council Activity, Lloyd J. LeBlanc, Donaldsonville; Fraternal Activity, Edmund P. Melancon, Baton Rouge; Membership, Everett G. Collins, New Orleans; Publicity, Frank Lipari, Opelousas; Laymen's Retreats, J. Cleveland Fruge, K.S.G., Ville Platte; Youth Program, Fred C. Darragh, Covington; Catholic Student Centers, Edw. A. Winter, New Orleans; Insurance, J. E. Fleming, New Orleans.

L. P. Terrebonne, State Historian, reported that State Council records made available to him were classified, catalogued, and filed. Proceedings not printed were bound by convention years. The file was being placed in the LSU Catholic Student Center, He noted that records were not complete, especially prior to 1924, and that there were no proceedings numbered as the 26th annual meeting. The year 1932 should have been recorded as the 26th meeting instead of the 27th. If the series were corrected from this point, the 1948 convention would be the 42nd annual meeting instead of being numbered the 43rd.

The convention resolved that records of the State Council be moved from the Catholic Student Center in Baton Rouge to the office of the State Director of Activities in New Orleans so as to be accessible to all State Officers and increase the efficiency of the director's office. As this move made the office of State Historian unnecessary, this chairmanship was eliminated.

For more effective consideration of resolutions, it was decided after some debate that the State Deputy in the future request councils to submit proposed resolutions about 120 days before the coming state convention, that he appoint a committee to consider them 90 days before the convention, and that mimeographed copies of resolutions be sent to each council 30 days prior to the convention.
