McGuire was recruited by a neighbor, Percy A.
Lemoine, for Mother of Mercy Council 4030 in 1967. As its grand knight, he
led the council to first place in Catholic, fraternal and insurance
activity in 1971, and to the prestigious State Deputy's Award in 1972. He
served as state chairman for numerous committees, and as a Fourth Degree
knight won the Master's Award for 1975 - 76 (top assembly, District One).
He was the youngest KC in the diocese to be knighted by Pope Paul VI to
the Order of St. Gregory the Great, and also received the St. Gregory
Award for Scouting. He was the first state deputy to hold all elected
state offices, and the last to be installed by Bishop Greco.
"Perhaps the most important issue during my
administration was increasing the state council per capita tax. This was a
most difficult thing to do, but it needed to be done in order to allow
myself and future state deputies to operate the state council with
sufficient funds. We also experienced two major losses during 1986-88 with
the death of Bishop Greco and the closure of Camp Maryhill. We were
fortunate to appoint Bishop Ott as the new state chaplain. Other
significant events included the establishment of the Bishop Greco Memorial
Fund and the computerization of the state council office in Lafayette,
including our per capita
billings."
